CIDB (Malaysian Construction Industry Development Authority) is the government competent department of the construction industry in Malaysia. In addition to the management of construction units and engineering acceptance, it is also responsible for the quality certification of building materials and steel products. All building materials and steel products requiring compulsory certification must obtain a COA certificate from the CIDB when entering the Malaysian market. That is, what we usually call the CIDB certification. The CIDB has a compulsory certification of the product range
In 2011, CIDB issued the fourth version of the mandatory product certification program, which was revised in December 2016. Currently, 13 categories of products are included in the CIDB mandatory certification.
The process for the CIDB certification
The CIDB certification is divided into two types. One is the batch certification, also known as FTTR mode; the other is the product certificate mode, also known as PCL mode.
FTTR refers to the full type test report. The FTTR report is generally issued by the CIDB accredited laboratory, and the applicant should submit a test report of not more than half a year, and then apply for a COA certificate when the goods arrive at the port.
PCL refers to the product certification certificate, generally issued by the Malaysian certification body recognized by CIDB. The main certification bodies include SIRIM QAS / CREAM (Malay Building Materials Research Institute) / CIDB Holdings / Water Mark Certification, among which SIRIM is the most famous, so people usually call PCL certificate SIRIM certificate or SIRIM certification. The SIRIM certificate is valid for five years and requires an annual review to maintain the validity of the certificate.
Both models require an application for a CIDB Product Compliance Certificate (PPS Certificate).
Manufacturers can choose their own certification method according to their own shipment frequency or scale. The PCL mode requires the factory review and the testing in the factory, so the factory is required to have the corresponding quality assurance capability and related testing equipment. Generally, the application period of PCL certificate is more than three months. If some of the test items need durable and aging, the time will be extended. At the same time, after obtaining the PCL certificate, you need to apply for the PPS certificate in the CCPM system of CIDB.
