EN45545-2:2020&EN 16989完整座椅测试背景
根据欧盟指令2008/57/EC，欧洲轨道车辆最新互联互通技术规范TSIs (EU) No 1302-2014要求，从2018年1月1日起，所有欧盟TEN线路的车辆，内饰材料防火要求需要满足EN 45545的有关规定。按照EN 45545-2要求的测试方法，轨道车辆用乘客座椅成品燃烧测试按照附录B执行，测试前按照附录A规定的程序进行破坏试验。EN 45545-2车辆危险等级分为HL1/HL2/HL3，然而，研究发现，满足EN 45545-2HL3座椅，仅个别满足BS 6853 Cat Ia，导致采取不同的测试体系，却产出截然相反的测试结果；同时，大部分情况下，破化后的座椅测试结果差于未破坏的座椅，但也有时，未破坏座椅燃烧性能比破坏座椅还差。此外标准对于座椅的破坏的描述不够清晰，执行者容易产生歧义，测试结果的准确性和重复性未作详细分析。
正是鉴于此，CNE/TC 256轨道交通专业标委会重新起草了成品座椅燃烧性能测试方法，对成品座椅燃烧测试做出详细规定，在火源结构、火源大小、破化要求、测试模式、样品要求、样品布置、测试过程和设备校准核查程序及要求等进行了不同程度的修正和补充，并于2018年2月获批准，2018年6月正式出版为EN 16989：2018。此标准预计2019年末随EN 45545-2的新版本一同实施。
