欧盟建筑产品法规Regulation(EU)2024/3110将取代Regulation(EU)No 305/2011
欧盟在2024年11月27日公布了新的建筑产品法规(2024/3110/EU-CPR)代替了旧的建筑产品法规(305/2011-CPR)。并公告欧盟CPR法规于2025年7月将进入执行阶段。
New Construction Products Regulation (EU) 2024/3110 is published!
The European Parliament and Council have officially adopted Regulation (EU) 2024/3110, introducing harmonised rules for the marketing of construction products across the EU. This regulation, effective as of 07/01/2025, replaces the previous Regulation (EU) No 305/2011 and brings a new era of innovation, sustainability, and safety to the sector.

Surveillance
The Commission will set up a complaint portal allowing any natural or legal person to share complaints about possible breaches of the Regulation. Where the Commission considers that a complaint is justified on the basis of clearly defined criteria, it will forward the complaint without undue delay to the single liaison point of the Member State concerned so that the latter can follow it up with the natural or legal person concerned.
Member States will designate, among their market surveillance authorities, one or more authorities that have the specific expertise needed to assess products, both technically and legally. They will also designate at least one contact point for construction products in their territory.
Repeal of the existing Regulation
The regulation provides for a transition period between the old legal framework and the new one, which will last 15 years from the date of entry into force of the new Regulation (until 8 January 2040).
Entry into force: 01,July 2025
Application: From 01 August 2026, with the exception of certain provisions which will apply from 01,July 2025 and 01 August 2027.

将适用于欧洲市场销售流通的所有建筑产品，如：门窗、壁纸、建筑颜料、钢纤维、土工、玻璃棉等保温材料、地板、屋顶材料、沥青混合料、石膏料、混凝料、水泥、管道、铺地材料、下水道设备、门窗、玻璃、结构金属产品、紧固件、防水材料、结构木料、交通信号指示、防火器材和加热设备等，欧盟CPR法规除了六项基本性能要求以外还要求企业证明其生产的建筑产品在环境方面的可持续发展性信息。
