EBA-Federal Railway Authority

The German Federal Railway Authority (German: Eisenbahn-Bundesamt, EBA) has been the independent federal authority for the regulation of the railways in Germany since 1 January 1994. It is under the supervision and direction of the Federal Ministry for Transport, Construction and Housing and is headed by a president.

About EBA

The Federal Railway Authority is the supervisory and authorising authority for railroad traffic companies and for infrastructure companies - mainly for the Deutsche Bahn AG. The employees in the Bonn headquarters process specialist based principle enquiries, grant approvals and authorizations.

Competition and more traffic on the tracks: these are the two central concerns of the railroad reform. The track network of the former Deutsche Bundesbahn and the former Deutsche Reichsbahn has been an open transportation system since 1994. Today, anyone who fulfils the legal requirements can launch a railway company and offer traffic services. More and more companies are entering the newly created marketplace.

This is where the EBA has taken on an important role. It monitors in compliance with the general terms and conditions outlined by the law and the regulation authorities.

The EBA is accountable for many different functions concerning the railway. In the following you have an overview of some tasks:

responsibility for domestic and foreign railroad traffic companies who are operating in Germany
responsibility for the railways of thirteen Federal States
in close contact with many railway traffic and infrastructure companies
offer of advice and consultations concerning the interpretation of legal requirements and their practical implementation
supervision of the reduction of the legally required safety for installations and vehicles and the safety operational management
attendance of the planning and production process so that there are no bottle-necks with the high number of new vehicles
preparation and implementation of the financing agreements
EBA is Home of the accident investigations office, which is part of the German Ministry of traffic
responsibility of controlling the transportation of dangerous goods, e.g. of radioactive goods, according to the dangerous railroads goods regulations
cooperation of guidelines and standards, which will facilitate for example an European high speed network without stops at the borders
supervising the abidance of statutory provisions regarding the passenger rights
